Via: Mount and Blade II: Bannerlord. There are a few different methods for acquiring a settlement in Bannerlord. The first way is the most straight forward, just take one through brute force. To do this you’re going to need to be at war with a faction. Then you’re going to need to attack a castle or town of the faction that you are at war with.

The very first thing you should look at when choosing a governor is their culture. If you put someone into a settlement as a governor that does not match with the culture of the native populace, you will take a hit of -2 to the settlements loyalty EVERY DAY in addition to the negative one that you get for the player being a different culture normally.

Daily construction points are very low (maybe even 0) when the loyalty of the town is low. Lageta is imperial culture i think, so your character also needs to be imperial culture, otherwise you get a -3 penalty to loyalty and will probably never get anything done. Daily festival + gov of right culture and get the security up should bring
The construction thing says 0, usually that will say a number which will be the amount of construction that completes a project everyday, the reason you have none is because of low loyalty, hovering over the construction will reveal that. To get good loyalty back, get a good governor of the same culture to bring up loyalty enough so
So, as a Battanian vassal, I was granted the Vladian castle Ormanfard. It has one village attached, also called Ormanfard. I can't build anything, the completion times are always Never, and the repeating things like Festival and Games all say +0.00 increase, so they do nothing. I'll list what stats are showing.
The trouble was the siege engines being hit while in reserve. Not how fast they are built to begin with. They can't be hit in reserve. They'll always take one hit since you can't instantly reserve them, but after that they can't be touched until they're deployed. If they have ballistas then I use catapults.

To create a kingdom, you must be clan level 4, have a party of at least 100, own at least one fief, and be independent (not a vassal or mercenary). When you meet these criteria, you can talk to one of your governors to create your kingdom. I would encourage you to not be in a hurry.
